Margo and I met Ashley Niman this afternoon and discussed the issues highlighted in Margo's note.
We were able to find out the following information about the development:
- The site was designed by Jefferson Sheard Architects
- The contact architect is Sandy Boateng
- The inspector for the case was A N Pykett
- John Wacher is the Council’s Section 106 enforcement officer
- Our Councillors include Wally Burgess and Janet Burgess who are both on the planning committee of the Council.
During the meeting we were unable to ascertain the terms of the university’s sale of the site to Opal, and whether the sale allows Opal to rent accommodation for students in general. He seemed surprised to hear that they were advertising accommodation for all students (we will send him a picture of the advertisement in a follow up e-mail).
We stressed that we could not see how the conditions in 106, and vehicular access through Station Road can be enforced with Huddleston Road as the official address of the site.
He agreed with suggestions to improve the appearance of Station Road. He will discuss with Sandy Boateng an alternative way to allow vehicular and pedestrian access to the site through Station Road whilst maintaining Huddleston Road as a cul-de-sac. He will also discuss a change of address to Station Road.
Margo and I will try to meet with John Wacher by the end of the week to obtain information on how the conditions in Section 106 are to be implemented and enforced. Ashley Niman was unable to enlighten us on these points. We need information from Wacher on the terms of the sale to Opal, whether the University has continuing responsibilities, and what Opal's responsibilities are after the sale.
Regarding tree re-planting, we understood that the Council is in the midst of discussions with Opal in this regard.
